Attitudes and behaviours of apps users

Health apps are often in the news these days. Ofcom, the UK telecommunications regulator, commissioned Kantar Media to carry out qualitative research on attitudes and behaviours of apps users when using devices such as smart phones and tablets. The resulting report, Apps Environment, published today by Ofcom makes interesting reading.

Although the report was commissioned by the UK regulator, I think the findings are applicable to any country. What’s more, the generic nature of the conclusions make them relevant to health apps as much as to any others.

The report says that “among app users, several perceptions were found to be influencing behaviours, attitudes and the low level of concern in the app environment. These perceptions were:
• official app stores monitor and vet the apps they make available;
• well-known brands provide a safe, secure and reliable user experience, and;
• apps are safer than browsers due to their more limited and contained nature compared to browser-based internet use.”

Another finding was that many app users said they paid very little attention to permissions requested by apps – nothing new there then. How many times have you ticked that “I Agree” box to the terms and conditions without reading them?

Very few participants in the research are reported to have raised spontaneous concerns about apps. The researchers say that when prompted, in-app purchasing and advertising were of greatest concern to parents, and at most, a frustration or annoyance to others.

This shows that when it comes to more critical apps such as health apps or those that are designed to provide a safety net in a care environment a stronger regulation may be needed as well as a pro-active educational effort to emphasise the need to be aware of issues such as data privacy.

Inquiry into telehealth services in Queensland

“A statewide healthcare system with new capacity, co-operation, transparent reporting systems, [grow_thumb image=”https://telecareaware.com/wp-content/uploads/2014/02/Queenslqnd-goverment-logo.jpg” thumb_width=”150″ /]financial accountability and with patients the focus of attention—this is a vision all Queenslanders want to see.” So opened the message from Campbell Newman, Premier of Queensland, Australia, in Blueprint for better healthcare in Queensland in February last year. Turning to telehealth Mr Newman said “In remote communities, this government will work to provide 24-hour access to safe and sustainable care through a revised network of Telehealth facilities for the very first time. This is a 21st century solution to a problem long-regarded as impossible. Our plan will provide reliable health services in places where they were never previously available.”

A year on, the Health and Community Services Committee of the Queensland Parliament has opened an inquiry into telehealth services in the public sector health services in Queensland. The inquiry will consider the implementation of telehealth by the Department of Health and Hospital and Health Services, including the Rural Telehealth Service that was announced in the Blueprint for better healthcare in Queensland.

The committee will examine trials, pilots and other sites, consider the value for money of the delivery of telehealth services, examine the factors that support successful implementation of telehealth services, identify any barriers to successful implementation and consider strategies to address such barriers. The committee intends to visit some rural and regional telehealth sites and hold public hearings in Brisbane and other locations.

The committee will receive an initial public briefing from the Department of Health on Wednesday 5 March at 11.00am in Brisbane. The briefing program is available here. New paper in the Practical aspects of Telehealth series

Establishing Telehealth in an institution, published this month in the Internal Medicine Journal, is the title of the fifth and latest in the Practical aspects of telehealth series of papers. According to the abstract the paper describes the development of a large teleoncology network over a vast geographical area in North Queensland, Australia.

The authors propose that the workforce, funding and infrastructure at rural sites, as well as the traditional mindset of healthcare professionals are key barriers to successful implementation of telehealth programmes. In the case of the Queensland teleoncology network, the rural hospital at Mt Isa, 900 km away from the central site, has been continually enhanced over a 5- to 6-year period. The success of the scheme is credited to these helping to overcome usual barriers.

Pulse of Telehealth 2013

A study analysing survey data taken at the 2013 American Telemedicine Association conference has been published this month by the market research company Frost & Sullivan. Pulse of Telehealth 2013 presents drivers and restraints, 5 and 10 year areas of opportunity, environmental points (e.g., gamification), accountable care organisations (ACOs), and predictions.

The surveyed markets include home and disease management monitoring, personal emergency response systems (PERS), video diagnostic consultation, remote doctor/specialist services, tele-imaging, activity monitoring, wellness programs, remote cardiac ECG, and tele-mental health.

Inexpensive reusable portable sensors for diabetes, UTI

Responsive holograms that change colour in the presence of certain compounds are being developed into portable medical tests and devices, which could be used to monitor conditions such as diabetes, cardiac function, infections, electrolyte or hormone imbalance easily and inexpensively, according to the University of Cambridge. It is claimed that the technique can be used to test blood, breath, urine, saliva or tears for glucose, alcohol, drugs, bacteria or hormones. Clinical trials are said to be underway to test glucose and urinary tract infections (UTI) in diabetics at Addenbrooke’s Hospital.

It is estimated that the reusable sensors could cost as little as UK £ 0.1 (about US 15 cents) to produce, making them affordable for use in developing countries. A prototype smartphone-based test suitable for both clinical and home testing of diabetes and clinically relevant conditions is under development.

If this is a commercial success this could form the basis of a multi-purpose portable tester suitable for telehealth use.

Telehealth in South Australia – Medicare Locals

In 2011 the Australian Government established new organisations called Medicare Locals to plan and fund [grow_thumb image=”https://telecareaware.com/wp-content/uploads/2014/02/Medicare-Local-Logo.jpg” thumb_width=”150″ /]extra health services in communities across Australia. Country South South Australia Medicare Local (CSSAML), one such Medicare Local, has been very active in promoting telehealth/telemedicine in its region covering just over 7% of South Australia.

Health areas to which telehealth has been directed by CSSAML include psychiatry, psychology, gastroenterology and cardiology. Videophones in GP practices and non-hospital settings provide telepsychology, telepsychiatry and other specialist services to support GP’s in rural communities via the State Government’s Digital Telehealth Network; (more…)

Three conferences coming up soon

There are three telehealth conferences coming up in March and April which are noteworthy.

The Australian Telehealth Conference 2014 is on the 19th and 20th March in Melbourne. It is brought together by a set of key organisations in the field: the Health Informatics Society of Australia (HISA), the Allied Health Professions Australia, the Australasian Telehealth Society, the Australian College of Rural and Remote Medicine, the Australian Medicare Local Alliance, the Health Information Management Association of Australia and the Royal Australian College of General Practitioners. Keynote presentations cover mHealth, Integreated Care, Rural Medicine, Law and others. More info is on the ATC 2014 website.

Next up, from 30 March to 1 April the Mid-Atlantic Telehealth Resource Summit 2014, in Fredericksburg, VA (USA) will examine ways in which telehealth adds value to patients, practitioners, hospitals etc. Participants will explore the concept of value-add through an interactive program. Finally we have the California Telehealth Network 2014 Summit on April 28 and 29 in Newport, CA. Subtitled Growing California’s Connections, this is the second annual event and will build upon information, ideas and practice with even more presentations, educational sessions and networking opportunities. School telehealth in Louisiana

Hot on the heels of the Texas school telehealth expansion reported earlier (Telehealth counselling program expands in Texas TTA, Jan 27) comes news  of a school telehealth system in neighbouring Louisiana. The Advocate, a Baton Rouge newspaper, reports that from next month students at Ossun Elementary with earaches, sore throats or other common sick-at-school ailments will be seen on the elementary school campus by a doctor in an exam room about five miles away at Carencro Middle School’s school-based health centre.

Louisiana has several school-based health centres (see Louisiana Adolescent School Health Program) and Carencro’s centre opened in 2010. As the School Boards look into cost-effective ways of expanding these services, Lafayette has decided to use the Carencro facility via telehealth technologies at the nearby Elementary.

School based health centres are said to help students  achieve better academically as a majority of students (Lafayette claim 90-95%) with minor ailments  will be able to rejoin their classes following a consultation at the school rather than having to miss school to visit the family physician.  Then there’s the obvious advantage for the parents too!

Study shows telehealth increases new healthcare users

Rand Corp has published the results of an analysis of telehealth consultations. “We analyzed claims data for a large California agency serving public employees that recently offered Teladoc as a covered service.” says the summary from Rand. “The 3,701 Teladoc ‘visits’ we studied were for a broad range of diagnostic categories, the most common of which were acute respiratory conditions, urinary tract infections, and skin problems. Compared to patients who visited a physician’s office for a similar condition, adult Teladoc users were younger and less likely to have used health care before the introduction of Teladoc. Patients who used Teladoc were less likely to have a follow-up visit to any setting, compared to those patients who visited a physician’s office or emergency department. Teladoc appears to be expanding access to patients who are not connected to other providers.”

The results have been published in the February issue of Health Affairs.

USDA invests $16M in Distance Learning and telemedicine

The US Department of Agriculture is investing nearly $16 million expanding distance learning and [grow_thumb image=”https://telecareaware.com/wp-content/uploads/2014/02/USDA-Rural-Development.jpg” thumb_width=”150″ /]telemedicine, it was announced on Tuesday, 4th February. The Agriculture Secretary, Tom Vilsack, stated that the Obama Administration is investing in rural telecommunications equipment to help expand access to education, create jobs and improve health care in 25 states. This funding will help to support Obama Administration’s target declared last June to connect 99 percent of students to broadband in the next five years.

The funding is being provided through USDA’s Distance Learning and Telemedicine Loan and Grant program. It provides funding to rural hospitals, clinics, schools and libraries for equipment and technical assistance for telemedicine and distance learning. Grant recipients must demonstrate that they serve rural America, prove there is an economic need and provide at least 15 percent in matching funds.  (more…)

Telehealth is independent of broadband rollout – Australian DoH

We reported in September last year (Telehealth and Broadband in Australia) that the cost of the National Broadband Network in Australia was being debated with telehealth being proposed as a potential[grow_thumb image=”https://telecareaware.com/wp-content/uploads/2014/02/Parliament-of-australia-logo.jpg” thumb_width=”150″ /] justification. The Australian broadband rollout was very ambitious with fibre to the premises (FTTP), one of the costliest solutions, as the target. The Government has now lowered its sights and does not expect to connect all premises with FTTP.

Recently a series of questions were raised in the Australian Parliament on both the status of telehealth in Australia and the broadband programme and what impact, if any, the latter has on the first.  The written reply from the Australian Department of Health is not unexpected and enlightening. Australia’s telehealth incentive programme nears end

A multi-million dollar financial incentive programme to encourage Australian clinicians to start telehealth [grow_thumb image=”https://telecareaware.com/wp-content/uploads/2014/02/GovAustelehealth.jpg” thumb_width=”150″ /]schemes is due to end in June. Launched as a four-year programme in July 2011, the Telehealth On-Board Incentive Programme was funded from a wider AU$620 million telehealth initiative, but the end of the programme was brought forward to June 2014.

The Medicare rebates and financial incentives for specialist video consultations were introduced to address some of the barriers to accessing medical services, particularly specialist services, for Australians in remote, regional and outer metropolitan areas. The Telehealth On-Board incentive was one of five financial incentives in the wider initiative and encouraged and supported the initial and ongoing provision of telehealth services to eligible patients by practitioners. Ohio Telehealth bill passed by Senate – goes to Governor

HB 123, the Ohio health bill supporting telehealth, was passed unanimously by the Ohio state Senate on the 30th of January. [grow_thumb image=”https://telecareaware.com/wp-content/uploads/2014/02/Ohio-State-Senate.jpg” thumb_width=”150″ /]The bill has now made its way to  Governor John Kasich for signature and to become law.

This bill requires the Department of Medicaid to establish Medicaid payment standards for the provision of telehealth services offered by medical facilities.  The rules governing what telehealth services would be covered will be decided by the Medical Director following existing regulations. With the 30-0 vote in the Senate, Ohio now joins 45 other states in modernizing thier healthcare practices.

This bill and the three others in the US House of Representative which were reported earlier (Yet another House Bil on Telehealth, TTA Dec 20, 2013) shows a welcome growing awareness of telehealth by US legislators.

The Georgia Partnership for Telehealth is holding a series of distance learning sessions given by[grow_thumb image=”https://telecareaware.com/wp-content/uploads/2014/01/classroom-of-empty-chairs1.jpg” thumb_width=”150″ /] Children’s Healthcare of Atlanta on the first Tuesday of every month and the next one entitiled  “Concussions: the facts and controversy” by David Popoli, M.D. will be on the 4th of February. Unfortunately you still have to attend one of the 5 centers in Georgia (more centers are promised if the demand grows) so this is really limited to Georgians!
